vacuum drop when in gear idle

So I just got my car back from having 3rd gear rebuilt and have a new FTI Performance lock up torque converter put in. Other mods in signature.

In park at idle I get a solid 15hg of vacuum... when I put into gear it drops to 11hg. This cause it to stumble off the lite just a bit from time to time.

It did not do this before the rebuild but I did have a non lock up converter.

Is this caused by the difference between non lock up and lock up converters? or is there something else going on here that I should look for.

Sorry for the long delay, I left town just after I posted this and have not driven the car until today.

And of course the car drives better, hardly any stumble/hesitation. The stumble/hesitation may be me getting used to the new stall converter. I may have been babying it the day I brought it home from the trans rebuild as well. Today I drove it like I normally do.

The vacuum does drop when in gear at a stoplight, something I had not noticed prior to the rebuild. The car runs great when you get on it.
