Vacuum Lines question

Ok, here goes.the vaccuum line from the waste gate actuator is the same line as the one on the turbo- out side. these two Y together and go to a sensor on the passenger side valve cover. This "sensor" (i'm guessing its a sensor, it has a wire plug in it) has two vaccuum ports. My question is...Where does the other one go, as mine is currently open?

The port that is closest to the driver side is left open. From the factory it had a small foam filter on it, but most of them blow off....It is just a vent for the Wastegate solinoid.
