Waste gate question

I am working on trying to get my 84 (hot air all stock) running and driving again after about 15 years of sitting. I took the throttle body off to see if the turbo still spins free and it did. I tried to move the waste gate and it would not move. I did not take the actuator off. In this condition is it supposed to move. (I am new to turbos)

I do not own a Hot Air car, but I believe you will have to remove the actuator rod from the waste gate to make sure that it moves freely . The actuator has a heavy spring inside to hold the waste gate closed. Hope this helps.
