Waste Gate Questions/Suggestions

Seems, I'm having troubles controlling the boost. I have a used WG, adjustable that must be a HD unit? I had this connected to a RJC controller and couldn't tune the boost down below 20psi. My target Boost is 22 to 25 PSI (Someday). So I have a few questions:

To achive this boost level what would be the best method?

1) HD Adjustable WG with Stock Controller
2) HD Adjustable WG with RJC Controller
3) Standard Adjustable WG with RJC Controller
4) Other?

How do you test the WG other than putting compressed air on it and seeing it move? I need to make sure my issues are not with the WG itself.
