wastegate possibly stuck??

Having boost issues, it just feels like its not there. My car sucks outta the hole right now, it is just terrible but once im rollin at about 20 i can feel a little bit of power. My engine i have has been sittin since 1992, and someone i talked to said the wastegate could be stuck. What do you guys think about this problem.

To see if the WG is stuck, unhook the actuator arm and see if the puck swings freely.

do ihave to unhook the acutator rod to see if the WG is stuck or could i push/pull on the rod?

I would unhook the arm as it only takes 15 seconds.

The spring in the actuator is pretty strong, so when you try to "push/pull on the rod", the pressure of the spring will make it hard to tell if the puck is sticking. On the other hand, if it is stuck, and you can push/pull and break it loose, that may solve the problem. (Just pull, by the way, don't push- the rod should only move toward getting longer, not back toward the actuator.)
