Ok, I just got off the phone with Ken from the shop that built that car. Nice guy, btw.
That car is running in a class that requires the use of the stock transmissions. As such, they can't run a liberty or lenco, which would be ideal with a powerband like that. Be that as it may, that car only drops to 7,500 rpms on the shift, which means that they are still nicely in the meat of the powerband. So yes, it only makes > 600 rwhp for a few thousand rpms, but that car spends most of the race in that range.
The car has not gone down the track yet, but it should do so next weekend I believe he said. Trap speeds should be well in excess of 140 mph, so 9's are just a matter of traction. Not too shabby for a 4 banger
