is there a strip of rubber that goes between the windshield and that black cowl piece? my car leaks and its done it since the car was painted, and he took out the windows to paint...could this be the problem?

If I understand your question, there is no rubber piece between the windshield and the black cowl piece. Where are you getting the leaks?

There is no seal under the cowl molding. If the windshield was removed it probably wasn't resealed correctly.
