What is this door piece?

I noticed yesterday that this was broken in my door.. What is it? and what does it do?

That would explain why my seatbelt doesn't go back in anymore.. Is there a certain way to put it back in or something? I just unscrewed it, looked at it and shoved it back in

If the lever arm is broken you need to replace it for it to work properly. If you pull your belt out a little you should hit a spot where it should retract the belt. I can't answer your question on if the retractor has to align with anything.

Well like the thing that goes into the car more, made of metal, does that fit in place anywhere?

My driver side seatbelt always used to retract, now I have to pull up quick on it for it to go back in. And my passenger side seatbelt doesn't retract until you open the passenger door.
