what is this Gadget? relay?

I have a GN I just picked up and trying to sort out. Over the years these cars seem to get different upgrades, items , etc and a new car is always somewhat of a mystery.

I think this must be some type of fuel pump enhancer? It has a fused lead tht runs to my battery and another wire runs over to the little wire/plug behind the AC pump that we commonly run 12V to in order trigger the fuel pump when draining fuel out of the fuel rail.

Just trying to figure it out and if I need it?

It sounds like a fuel pump "Hot wire" setup.
It provides a lower resistance circuit for the fuel pump,which means more fuel/pressure.
