The a/r .60 number you saw has to do with the size of the compressor housing, its a ratio of the diameter and the outlet port. The exhaust housing will have its own a/r ratio as well. Turbo sizes are commonly though not always stated in m.m. meaning you would measure the size of the wheel holes like you did but convert it to metric by multiplying inces x 25.4 to get a measurement. You will see many references to turbos on here like 6265 this means one wheel measures 62m.m. and the other is 65m.m. They were not always listed like this though so it can get confusing, get on amazon and find yourself a couple of turbocharging books so you can get a better understanding of it.
