I called Precision and ordered a turbo. I still have a stock style downpipe on the car, so I want a heavy duty wastegate to handle the load (I bought a 61 turbo, car should run low 11's with C16 and some boost on a slick). The guy at Precison (Patrick) said that the wastegates lowest setting is 18psi. I don't want to run that much boost on the street, so who makes one that is heavy duty that I can leave at 10psi at its lowest setting?

Just get the stock one, especially if you are running the car on the street. A stock actuator will allow boost from 14 to 24 psi by shortening the rod. That should get you into the mid 11's at least, if the rest of the car supports it (by then, you might want to think about ditching the stock elbow)

If you need more boost than this, you can go to a bleeder set-up.

If you go for a THDP with a large puck and you port the wastegate housing to the large puck (this increases the opening pressure on the puck) you might be able to get a HD actuator to get down to 16 or so PSI.
