Why LV8 lower than 255 at WOT

Trying to tune my TTA, and did a couple runs and I noticed that the LV8 goes to 255 initially, but once over about 4200 it starts falling. Why? What would do this? My understanding is LV8 and the MAF should be pegged at 255 when running WOT.
Also my O2's steadly fall from over 800 to 740 at 100+ Should this happen with a new fuel filter and fuel pump, or should the mV be steady.
My mods are below.

.030 over TRWs, Billet main caps, TTA crank, K&N, Translator + and Extender chip, 009's, ported heads, THDP, Shift kit, 340 Walbro hot wired, Power plate, MSD wires, AFPR, adjustable wastegate, TA49, ATR "G" Roller cam, 160 thermostat, Dynomax cat back.

What's the gm/sec doing?.
How strong is the car running?.
You have enough that it should be a good combo..

Your playing with fire to rely on a stock O2 for accurate fueling info..
 
Not pegging the LV8 may not be bad, but it may indicate other things,,, need more fuel psi,,,, still running the tock IC? Maybe wanting more air,,,,, is your throttle blade all the way open?
What MAF reading?
 
The grams/sec are showing up to 140's (which because of the translator is half, so it's around 280-290).
Still the stock TTA IC, which was cleaned out not to long ago.
Throttle blade is all the way open, checked that when I changed the injectors.
I don't want to be playing with fire, what is a better way to tune than O2's?
