Why was this access panel cut?

Never saw this access panel when I looked at the car. I'm the second owner. The access panel was cut on the back (firewall) side of the passenger inner fender.

Dosent seem like it helps with a power antenna but I'm not sure....?????

Access to engine harness bulkhead. Still a pain though with 2 harness retainer clips attached to ac box. Easier to just drop that well out of the car.
