will not shift from 1-2

my fathers TT/A will not shift from 1st to 2nd at wide open throttle. it will go on until it hits a rev limiter at about 5,500 rpm. is this a problem with the govenor?
also, the car seems to wind up a little too much in first gear when you are just cruising around and get into the gas a litte bit.

Possibly threw the gov. spring.

is the gov. accessible from the outside of the tranny? is it something i should have a shop check out or can i take care of it myself?
i think the gov. is the giant button looking thing on the passenger side of the tranny. am i correct?

You have to drop the pan to get to the gov. on a 200-4r.

Remembering a previous post of your, did you relace the TV cable? Was it the same length as the old one? Is the TV cable set correctly? When mine wasn't it wouldn't shift into 2nd and 3rd untill around 4500 RPM.

me and my dad spent an hour adjusting the cable on the t/a and it made no difference on the 1-2 shift.

gov spring will be in the bottom of the gov cover.

Or in the pan maybe stuck to the magnet.
