Yes. Do the entire kit, front and rear. The rear only will make the balance such that the rears lock up and cause control problems. Balance valve wouldn't fix it. I don't know about front only. The front and rear kit can be balanced and they really stop.
 
I want to replace my fronts not the rears. What was the part number you used? I purchased a rear brake conversion from Summit a couple of years ago and of course it did not fit. Did get me money back without any problems.
 
Regal late spindles with torque nut; 140-1033, front med duty; 140-2508, front heavy duty.
I used the heavy duty front and pro rear.
The rear kits have several options, with or without parking brake and application differences, axle differences, etc. Talk to Wilwood to get what you want before buying. 805.388.1188
I read on this site that a less expensive front brake is the 2.75" bore metric caliper. It is 134% greater piston area than OEM. Direct replacement. Probably will need to add a brake balance valve.
Another important factor in getting your brakes to work as you expect; and together, is the pad materials. If they are different compounds front to rear, the friction coef will not match. A further reason to get advice from the manufacturer.
 
There are much less expensive options out there. The front spindles off a last gen 4 door blazer has an 11" rotor and dual piston caliper and is a direct bolt on. You can use the rear discs of of it as well with some work or you can use the rear disc set up off a 4th gen camaro. That will give you parts availability and 4 wheel disc brakes. A pretty decent upgrade and the parts are off the shelf to boot.

I had only rear wilwood brakes on my car last year and an adjustable valve and it worked great. Car held 10 psi at the line on a footbrake with a 61mm.
Daily driving had no issues. I highly recommend Wilwood.
 
I've got the front heavy-duty kit never installed that I am going to list in the for sale section this weekend. $550 plus shipping
