Does anybody know where the power comes from that powers the relays for the fan? Is there any connection to the aux power in the fuse block. On an 87 T-Type there is no power to the relay with key on or off. Also there is not keyed power to the aux power in the fuse block (empty spaces).
 
The power wire comes from the main lug on the starter. There are three wires besides the battery cable that feed power to the components. They have sealed inline fuses. Maybe one for the fans is bad.
 
If the main power wires check out, the problem could be in the coil side of the relays. The attached diagram shows the coolant fan wiring. The power wire from the starter is in the upper left of the drawing. Both relays get coil power from the RLYS Fuse in the fuse block (upper right of drawing).
