wont go over 10 psi

car will not build boost over 10 psi.all stock except for a te-44 turbo,stock convertor,injectors and everything.turned the rod on the waste gate 7 turns and still nothing,same as before.my friend has same setup and can 20 psi easy.please help.car has new plugs,wires,coil pack,fresh tune up.

Check and see if the "Y" valve for the wastegate actuator is routed correctly, there is a pic of it at the bottom of this link - http://www.gnttype.org/maint/quickref.html.

check all your fuses. Mine was doing the same thing. All I had was a blown fuse
