won't shift into OD until 65+ mph

had the trans redone, new converter too... wouldn't lock-up installed new switch locks-up now when it shifts into 4th (OD) but it won't shift into 4th until 65mph or if i let off the gas past 45mph the trans only has about 3k miles and did this before i had the switch changed. I have readjusted the TV cable and it shifted later 75+mph or stacked shifts into 2nd gear before 15mph can anyone help?? should i go to another trans guy?? thanks in advance

The 'OD/stacked shift' thing is the cable - make sure you have a factory GM cable. People have previously posted here about the aftermarket cables being 1" too long and not being able to achieve proper adjustment.
