Looks like an NPTto flared pipe adapter into an aftermarket block fitting to me.
If it's leaking from the NPT pipe fittings teflon tape or teflon pipe goop might help.
If you are sure it's the flared pipe fitting thats leaking the other fixes I mentioned may work.

If you can get it off you should check both the block brass fitting and the feed line for debris or a tiny crack.
Other than that loosen it and rotate it slightly which might clear the debris or allow the flare to re-seat better.
Anything plugged into an IGN 1 slot will go out also with that fuse..
It runs the Chime module (seat belt), and the rear defogger circuit. 20A.
Check the (3) IGN 1 ports for aftermarket equipment shorting out after you verify the factory stuff isn't shorted.

The second blue wire does send +12 to the ECM and it gets it from the pressure switch that "should" power the compressor.
The easiest test would be to unplug the pressure switch put +12 on the blue wire in the socket from the battery, leave the key OFF and make sure that +12 goes through C497...
The second blue wire at the relay goes back to the ECM, when powered from the pressure switch +12 when the compressor is ON it tells the ECM the A/C is functioning and it bumps up the idle, no other function that I know so it's an input signal to the ECM not and output signal from it.
