i think this was pretty local to me... i probably know those guys..

this might sound strange, but not everyone can afford a boom truck that can get a person up that high, and this was how stuff was done before said boom trucks were invented.. watched an episode of Axe Men a couple of years ago where 2 guys free climbed up 100 foot tall trees, wrapped their harnesses around the tree, then proceeded to cut the top of the tree off with axes like it was nothing..

I have been thinking it doesn't make sense to have the 2nd ladder. Most real tree cutters would use those leg spikes and a strap and climb the tree. The ladder doesn't help.
