1986 WH1 Vin Check please....

This car has a re-issued VIN tag from Ohio and I might be buying it if everything checks out. It has a clear title in PA but I was wondering why it has no dash VIN tag on it... Thanks in advance

VIN#14GJ117XHP464098 This car was stolen from NJ 2005 sept. The car has punch covers over the lock.. very ugly. I know.NEW 2.5 inch to 3.5 inch exhuast tips. Never know.. Could be my car. magnaflow wires, new headliner, powermaster convet to booster, OG Rims. front bumper was chrome, someone painted black.. So its chipping...... My car is prob. split 1000 times in parts. But I hope not....
