2-3 Shift Problem?

i was driving a freinds GN and the 2-3 shift is not right.it feels like it shifts into 3rd then back into 2nd,then to third really fast at WOT......(flaring?)
i decreased the tension on the kick down cable one click thinking an earlier shift would help,but no change....any ideas?

Is there a scan tool you can use to see if the converter is locking/unlocking?

Seems like the TCC solenoid is acting up.

theres a pin in the diagnostic port that i can monitor TCC lock up i believe....the TCC soleniod was replaced (wouldn't unlock when stopping) less than 5k miles ago....
just seems/feels like it doesnt want to shift into 3rd....
