28" Tall tire OK?

Well, I've got six weeks to get my car ready for test only. I was wondering if running my 28" tall DR's vs 26"ers would be better, worse, or the same as far as the smog dyno sees things. Also who sells turbo to down pipe seals? Mine leaks a little. Any other tips would be appreciated. Thanks in advance.

The taller tire will create a taller gear ratio, hence there may be additional load during the emissions test. You should be able to get a donut for the elbow from a machine shop warehouse. If you're using a jersey style DP, any of the vendors should be able to accomodate you.
