we might have a terminology problem here:
when you say "just the block", we assume that you mean "just the block"and not the heads and intake manifold.. and when you say "top end" from the Buick, we assume you mean the "top end" which is the heads and intake manifold... the Buick heads and intake will not fit onto a Chevy 4.3 block since they are totally different engine families.
but if by "block" you mean "the whole engine" (including heads and intake manifold) and by top end you mean "turbo and intercooler and what not", then yes you could do some work to put a turbo and intercooler from a GN onto a 4.3 engine.. it wouldn't be any harder than any aftermarket install, and in fact GM kinda sorta did just that when they built the engines for the GMC Syclone and Typhoon trucks, except they used a liquid to air intercooler instead of an air to air intercooler due to the tighter engine bays of the S series trucks compared to the G body Regal..
and whatever you do, don't even think about trying to use a regular TH200 trans behind that engine... it won't last long at all.. at least get a TH350 for it..
