Is this a manual controller that mounts on the comp. line at the turbo, and eliminates the need for the "y" assembly that links actuator, turbo, and selonoid??? If so interested!!

No, the cover has not been cut. It is just crappy looking with oil and crap on it. It will look like new if blasted.
