For the GN's, T Types and Turbo T's motors is there any notable difference between the two years such as HP etc.?

The 87 hp rating was taken at a higher rpm than the 86 which is why it's 10hp higher. There is no difference.

I noticed that. I also noticed that the higher '87 torque numbers were taken at a lower RPM. That is why I started the sentence with "Supposedly".

Most likely just a difference in testing methods, or testing equipment.

I think it had something to do with the factory computer chip from 86 to 87.

I thought the boost was programmed different (increased) for 87 .

I believe the 235/ 245 HP was just advertising.
During baseline testing by Kenne-bell and ATR, both the '86 and '87 came in at 265 HP. I'm not sure if that was dyno'd HP or calculated from 1/4 mi times.

Who would buy a new Turbo Regal / GN unless it had more power than last year?

265 sounds about right. 270 is the number I had in my head going off memory.
