'87 turbo regal recall stickers -brake switch & emissions

In 1987 there were the two GM recalls for the turbo regals. One was for the brake switch and one was for the replacement of the aftermarket PROM chips relating to the failed emissions test of those modified street driven cars.

One sticker is as represented in the attached pic while the other had a
letter/number code to the right of the "DO NOT REMOVE" text. The one with the code is pictured in Dennis Kirban's book Vol.2 tips, trivia... on page 38.

From what I've been able to research, it was up to the mechanic whether or not to place the sticker on the radiator support (usually by the belt routing sticker or fan caution sticker). Some GM techs said that while we had the stickers, we never put them on. So...

Does anyone recall which sticker represents what recall? Thanks for the help.

GNX owners may be the best source for this answer so I put a similar thread there....

The GNX was only subject to the brake switch recall. So if a GNX has the recall sticker, it would be for the brake switch. If anyone has a chance, could they look to see which sticker they may have and post the answer. Thanks for the help.
 
Sounds like the label for recall 87-C-14. The chip recall. Here is a copy&paste.
87-C-14: CAMPAIGN: 3.8L TURBO ENGINES EMITTING POLLUTANTS - (Jul 2, 1992)


SUBJECT: 3.8L TURBO SFI V6 ENGINE EMISSIONS

MODELS AFFECTED: 1987 REGAL EQUIPPED WITH 3.8L TURBO SFI ENGINE (VIN CODE 7) AND FEDERAL EMISSIONS

CONDITION:

--------- Environmental Protection Agency (EPA) testing has shown that some 1987 Buick Regal models equipped with RPO LC2 3.8L SFI Turbocharged engine (VIN Code 7) and Federal Emissions may be emitting pollutants in excess of the Federal Emission Standards. This condition could cause a vehicle to fail an emission test, if required under state or local law.

VEHICLES INVOLVED:

Involved are certain 1987 Regal model vehicles with LC2 (7) 3.8L Turbo engine with Federal Emissions (RPO NA5) within the following VIN breakpoints:

THROUGH AND PLANT PLANT CODE FROM INCLUDING ----- ---------- ----- ------------ Pontiac P HP400001 HP465289

NOTICE: California Emission vehicles are not involved.

All vehicles listed on the dealer printout will require correction. Should a question arise concerning the involvement of a specific vehicle(s) in this campaign, option codes may be read from the Service Parts Identification Label. Also dealers should access the Vehicle Information Service System (V.I.S.S.) for verification.

DEALER ACTION:

Dealers are to replace the PROM assembly in the Electronic Control Module (ECM) on vehicles involved, per the Service Procedure Section of this bulletin.

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your used vehicle inventory, or it is in your dealership for service, in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your used vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modifications according to instructions contained in this bulletin. If there is evidence of intentional disablement of the emission system, the dealer is to notify the vehicle owner of this condition and ask if he/she wants the system restored. Restoration cost is the responsibility of the owner.

DEALER MATERIAL

If your dealership has vehicles involved in this campaign, you will receive the following items:

- Listing of all vehicles involved in this campaign in the area of your dealership.

- One (1) Campaign Identification Label per vehicle involved.

Involved vehicles have been identified by Vehicle Identification Number computer listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Buick Motor Division (see copy of owner letter included with this bulletin).

CHANGE OF OWNER INFORMATION

Dealers are to use the Dealer Communication System (DCS) to provide Buick Motor Division with subsequent Buick owner information. By reporting a change of owner name or address of a vehicle in campaign status over the 0CS, the need to send a CVAR form for that vehicle is eliminated. Terminal input instructions are covered in the DCS Manual under Section 9, Page 9-J01A and B.

PARTS INFORMATION

NOTICE: An initial supply of parts are being forwarded to you through the GMSPO Campaign Parts Pre-Ship Program. All dealers with involved vehicle(s) are being shipped 25% of their requirement or a minimum of one PROM. These parts will be billed on the dealer parts account.

Additional parts required to complete this campaign are to be obtained from General Motors Service Parts Operation (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a C.I.O. order with NO special instruction code, but on an advise code (2).

SERVICE PROCEDURE:

1. Make sure the ignition is in the "OFF" position and ignition key is removed.

2. Remove right hand hush panel (kickpad).

3. Disconnect connectors to Electronic Control Module (ECM) and remove ECM.

4. Remove PROM access cover.

5. Remove PROM assembly using the rocker-type PROM removal tool. See Figure 1

NOTICE: Using the rocker-type PROM removal tool, engage one end of the PROM carrier with the hook end of the tool. Press on the vertical bar end of the tool and rock the engaged end of the PROM carrier up as far as possible. Engage the opposite end of the PROM carrier in the same manner and rock this end up as far as possible. Repeat this process until the PROM carrier and PROM are free of the PROM socket. The PROM carrier with PROM in it should lift off of the PROM socket easily. PROM carrier should only be removed by using the pictured PROM removal tool. Other methods could cause damage to the PROM or PROM socket.

6. Install new PROM assembly in ECM.

NOTICE: Small notch of PROM carrier should be aligned with small notch in ECM socket. Press on PROM carrier until it is firmly seated in the socket. Do not press on PROM, only on the carrier (See Figure 2).

7. Reverse Steps 4 through 2 to reinstall ECM.

8. Start the engine and observe check engine light. If it does not go out, the PROM was installed backwards and is now damaged; a new PROM will have to be installed in the correct orientation.

9. Open hood and install Campaign Identification Label. Close hood.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this bulletin will require a "Campaign Identification Label". Each label provides a space to include the five (5) digit dealer code of dealer performing the campaign service, and the date vehicle was campaigned. This information may be inserted with a typewriter or a ballpoint pen.

Each "Campaign Identification Label" is to be located on the radiator core supported in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean, dry surface.

DISPOSITION OF PARTS

Replaced parts must be held for disposition by Buick Zone or Branch contact personnel. Parts must have a claim tag attached showing the repair order and the VIN of the vehicle from which they were removed.

This notice is sent to you to inform you that Buick Motor Division is conducting an emission recall that includes your vehicle.

REASON FOR THIS RECALL

Environmental Protection Agency (EPA) testing has shown that certain 1987 Buick Regal models equipped with the 3.8L Turbo Sequential Fuel Injected (SFI) engines and Federal emissions equipment may be emitting pollutants in excess of Federal Emission Standards. These standards were established to protect the public health and/or welfare from the dangers of air pollution. This condition could cause a vehicle to fail an emission test, if required under state or local law.

WHAT WE WILL DO

To correct this condition, the PROM assembly in the engine Electronic Control Module (ECM) will be replaced. This service will be performed at no charge to you.

WHAT YOU SHOULD DO

Please contact your Buick Service Department dealer to arrange a service date. We suggest you go to your selling or servicing dealer, but you may go to any Buick dealer for this service. Instructions for providing this service have been sent to your dealer and parts are currently available. The labor time necessary to make this correction is approximately twenty (20) minutes. Please ask your dealer if you wish to know how much additional time will be needed to schedule and process your vehicle.

The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid Owner Reply Card and return it to us. Should your dealer not schedule a service date within a reasonable time, please contact the Buick Customer Assistance Center, Flint Home Office, by calling 1-800-521-7300.

If your dealer and the Buick Customer Assistance Center are unable to remedy the condition within a reasonable time, you may wish to advise the Environmental Protection Agency at the following address: Director Manufacturers Operations Division (EN-340F), United States Environmental Protection Agency, 401 M. Street, S.W. Washington, DC 20460.

To ensure your full protection under the emission warranty made applicable to your vehicle by Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if the recall work is not accomplished.

Should your dealer find that your emission system has been intentionally disabled, you will be asked if you wish the system to be restored so that it will function as designed. The cost of such restoration will be your responsibility.

******Normally a campaign would use the generic label like in your pic. From these two qoutes it looks like this recall had preprinted labels.

Thank-you very much for the exacting details from the copy and paste. I will add a copy of that info to my files.

I was originally thinking that the posted pic was for the brake switch, not the chip recall. (I did not want to bias any feedback by telling my suspicions first.) Since the chip recall was emissions related and had EPA involvement, I thought that would be the sticker that had the red "F 1028xx..." letter/number code to the right of the "DO NOT REMOVE" text. I'm grasping at straws thinking that "F" was for a federal campaign and the # was linked to the particular VIN/car in that campaign (with each sticker having a different serialized #) or the # was the same on all stickers and was just and EPA cross reference.

I got a note from Richard Clark. The brake switch recall was 87-C-13. If you have a chance sometime next week, could you do another copy and paste of the details? It would be great to learn if the service procedure included a step to install the campaign ID label.

Got some more info as I write this...2 of the cars for sale at Kirban's have the recall stickers. One is listed with the brake switch recall sticker while the other is listed with both stickers. I'll have to research this further. I'm not going to ask anyone whose car has a sticker to take apart the lower kick panel to read what label is on the ECM case - BBJK or ACXA. I look forward to reading 87-C-13 when you get a chance. Thanks again, Eric.

Just an update...
Rod posted the brake switch campaign details in my similar thread in the GNX section. There was a campaign sticker for that program as well.

I found a GN for sale that is listed as having the brake switch recall sticker. I have contacted the seller and am waiting for a reply. I also found another GN for sale that has both recall stickers. I'm waiting for the reply on the picture request.

Just waiting for a GNX owner with a recall sticker to chime in. If a GNX has the recall sticker, we know it would be for the brake switch. GNX had a different PROM so they were not subject to the emissions recall. If the posted sticker image is the same as what's on the GNX, that sticker would be for the brake switch campaign.

By process of elimination, the other almost identical sticker that has the "F 102xxxx" code must be for the emissions recall.

I'll post more when I have something else.
 
The label the dealer used for the PM switch on my 86 GN was just the generic one where the tech would write the campaign and scribble his signature. I don't recall GM sending the dealers reprinted recall labels for anything. And I was working the tech counter at a Chevy dealer when during the C-Clip axle and lower control arm bolts recalls for the G-body back around 1981. And even on the later 3rd gen F-Body gas tank recall of the late 90's. It does make sense on the chip recall as at least Buick could keep track of the VINs that did make it back to the dealer.

I had an 78 Cutlass that I was notified as having an axle recall,took it in and they gave it the ok. I think it was for axle ends breaking off., or somesuch silly stuff. Mine had a 260 V8, couldn't get out of it's own way, so no problems with that 7.5. What a slug that one was.

Eric, you are confirming what I am thinking.

Now to finalize the "F" coded sticker details. Time will tell if the code was the same for all stickers. I know there will be a good 1/2 dozen cars with this sticker racing at Englishtown's Buick Performance event this labor day weekend. Maybe that is the giveaway - all the cars I've seen with this F code sticker are racers? That is street driven to the track, change fuel and add slicks. Those guys could have gotten caught up the the '92 emissions campaign. Thanks again for your effort.

The only pic I have is the scanned page from Dennis' book. The resolution is not great but you can see there is a code on the right side. Other than that code, it is identical to the campaign sticker pic I originally posted.

Thanks for taking a few moments and telling me what you have. Your 2 stickers are like many that I have seen. The clear plastic laminate overlay was not applied to your stickers. (Like the serial # sticker for the coilpak and the early '86 turbo regal RPO/SPI trunk stickers had the clear protective laminate.) And since it's just a paper sticker, after nearly two decades, they almost appear blank. The pic I posted in the beginning of the thread had the laminate overlay so it still looks good.

As far as where can you get new recall stickers today to replace the faded ones - they are not available anywhere. Once I complete my research and investigation efforts into this task, I will post my results. As far as reproducing them so that our vendors can sell them, that is an entirely separate subject. Technically they would have to be a licensed product because of the Buick trademark wording. But that is not something I can entertain at this time. Right now I am only concerned with learning the history and details of the two recall campaigns.
