87 Turbo T for sale locally, help me with what I should give for it.

This is a 1 owner car, never modified other than a k/n and pit bull chip. It has the black out package, nice car. Has been run but not abused if you know what I mean. Car needs nothing, paint is good, mechanically its solid. Car has 52,000 actual 1 owner miles.

He is trying to get 11,000,,,,,,,,,I offered 8500.00 and know its worth more but where should I stop? Just wanted some opinions
