AC through defrost and floor only???

Theres no vaccum leaks under the hood, hard lines are good. Vaccum ball is new, both check valves good, the 3-way black check valve is new. The bi-level works after about 5-10 minutes and I get partial air through the vents at times, but 90% of the time its just defrost/floor. From what I can see through the glove box everything is hooked up. What next??? Its getting hot down here!!!

Probably a vacuum line off behind the dash. Try pulling the glove box right out. Or pull the radio and see if a hose is off on the controls

check heater bypass valve or control head for leaks.
