For my bachelor party, the mother in law insisted I include my little brother in law, who was 13 at the time. 
We ended up going to Dave and Busters (adult arcade) and it was a lot of fun. Guys who were old enough were still able to drink at the bar, Cubs vs White Sox on about 35 tv's, good food, etc.
