Bellhouse bolts

I'm trying to remove the top bellhouse bolts on the trans. Both cannot be removed with this impact wrench.
Should it be able to hand this? Do I go out and buy a better one? Is there a risk that I break the head off?

I would try a breaker bar if the impact wont do it.

Spray them with rust buster or try appling alittle heat to expand and contract the bolt however they should not be torqued too tight so its probable rust- i use a correct wrench and tap it with a hammer a couple of shots-usually works.
