I've noticed an increase in negative ratings as well. In many cases they seem to be unwarranted. I remember this being brought up as a potential problem when it was first rolled it out.

I"m no better than you or anyone else Nick, but even when I screw up I can go back and edit my post, and get this one, you can even undo a rating if you come to your senses and realize you might have been an and wish to reconsider.

So if keyboard idiots like me can figure it out others should be able to also.
