Boost control ?

Hey guys, Im running an external wastegate with an 18 psi spring, tuner style (top port of wastegated vented to atmosphere).The 18psi spring nets me 20 psi. When i place a manual boost controller in the mix, is the 18-20psi spring going to be base psi, allowing me to adjust up from there? Or, is the 18-20 psi spring going to be max psi only allowing me to adjust down with the controller? Trying to see if i need to stuff more springs in the gate to achieve desired boost levels. Sorry if this sounds weird.
