Boost problems

Got whooped by a modified LS1 Camaro lastnight, so changes need to be made. Im fighting continued boost problems. Cant get more than 17psi. Just put on T and A replacement headers, have a cpt62 turbo, front mount intercooler, mark heufman 3.5" dp with external wastegate(chinese). I use a 25psi boost controller from cottons performance. Dont see any leaks on the exhaust side or charge side. I do have alcohol injection and want 24 psi of boost. Any thoughts..........
