Need more info. What turbo? Stock or HD Actuator? Stock or ported heads? Altitude? It may be normal or you may have a problem. My TE-44 wont blow more than 26# with stock heads but I'm at 5800'. I expect max boost to be less once my Champion irons are on.

Turbo is a turbonetics T66 with a turbonetics progate .Ported GN1 heads im at sea level .
 
sounds like a wastegate problem......unless you have really well ported heads....how fast is your car?

I was thinking the wategate to ,How would you check it or what would you look for.
 
You can wire the WG puck closed and see if boost goes past 22#. Make sure you have good gas and are ready to lift if the boost spikes.
A leak between the turbo and throttle body (hoses, intercooler, etc.) can cause lower boost.
 
he doesn't have a wg puck.....so, remove the vac line from the gate and see what happens (the gate will operate on spring pressure alone) watch for boost spike
