Buick wheels to lock up

Does anyone knows what cause Buick wheels to lock up and I can't push it in neutral?

when my car did that, the low/reverse sprag in the trans was blown up.
but if you are sure it's the brakes and not the trans, then try unhooking the lines from the master cylinder and see if the pressure releases and go from there.
