can boost bleeder lower boost?

i am looking to install a boost bleeder on my car in attempts to lower the boost (see the reasoning behind this in my thread 'serious knock issues and possible solutions'). i have been doing some reading and it seems that there is only info on how to increase boost by using one of these. can i lower the boost from the stock settings using a boost bleeder valve?

no it will not , the air that gets to the gate is what lessens the boost , letting out air will only increase boost
if you want less
shorten the wastegate rod so it just pulls a little to get on the wastegate arm
run tuner style -- a single hose direct from turbo compressor to wastegate make sure there are no leaks in the hose or the connections
if you have a HD wastegate get a std one

port match the turbo puck hole to the wastegate puck

if you have a high flowing turbo you may need to increase the wastegate puck size and port match the turbos puck hole to avoid boost creep

thats what i figured after doing some research. is there any way to lower the boost on a stock setup?
