Can part of a polished aluminum wheel be powder coated?

I don't see why not. :) Why do you think there could be a problem painting bare aluminum?

Not real familar with the powder coating process, only thing I've ever had powder coated was a boat lift frame and it wasn't aluminum, and I was also not sure if they could do just part of the piece rather than the entire rim and how durable it would be.

The other thing is these rims are already polished or the ones in the link are already black anodized where I want to powder coat them, not just "bare".

Any issues what that?

Well, to me if their polished, they're bare. Just take some scotchbrite to them and you'll see what I mean. ;)

I think powdercoat is just like paint but more durable and has to be baked after application. Maybe someone else could chime in?
 
According to my resources, almost anything can be powdercoated now. Even wood! So yes, it shouldn't be a problem doing those.
