Cant build more than 22 PSI

My system was working fine last time I drove it, now I can't get the boost higher than 23 or so no matter how far I twist in my Hallman Pro Boost Controller.

I'm running a 6152E with a THDP internal wastegate. I'm using the "heavy" actuator. The wastegate adjustment looks to be properly adjusted.

To test the actuator, I used my air compressor with the pressure regulator set at various PSI. I disconnected the inlet line to the boost controller (the line that goes to the intake side of the turbo). The actuator seems fine.

Do you think my internal wastegate is maybe leaking? I'm not sure what else could be the issue. All vacuum lines to/from the turbo look good.
 
Another possibility is that if you are getting your boost signal from the turbo compressor and you are running through a stock intercooler core then that could be hurting. According to what several have said on here you can loose 5#s boost on built car from the restrictive stock intercooler. That would mean that the actuator would be operating like you are running 27-28#s boost if you are getting 22-23#s at the engine.
