stock turbo rod all the way off & boost still shows 22

Unhook the actuator from the flap and see what you have. It may be a stuck gate but not likely. Does the flap move freely without the actuator on it? It could be a bad hose from the boost controller to the actuator.

problem fixed thank you!! Had power logger reading 3 bar instead of 2
