Unfortunately, "Not for sale in California, Colorado or New York" and no CA "EO" is available. CA is impossible to deal with , for a car enthusiast.
I can't find any Calif CARB-approved converters at magnaflow.
I think nearly every Turbo Buick owner has left Calif. In the metropolitan Orange County / LA County region, I might literally see just 1 or 2 cars per year.

To clarify, no "direct fit" and Calif CARB compliant., but seems various "universal fit" converters are available. I'm just starting to dig into the cat converter issues in CA. Dont know what will pass both the tailpipe test and satisfy the fascist state bureaucracy

Sounds like you need to move.

In all seriousness, you're gonna need to get a universal fit with an EO and cut up the car. Sorry.

Am I reading that a stock GN cat. Will not work in California? If they pass the appearance test but won't pass their some test, due to age?

If they recognize the part's been replaced, which will be obvious, they can demand to see the CARB documentation for the replacement part. No documentation, automatic fail. I think there's even a sticker that comes with the CARB compliant ones you need to stick on the cowl.

Unless he can find a good genuine original cat, he's going to have to buy a compliant cat and make it fit.
 
Several months ago I was close to selling my 1986 GN to a guy in California. When his mechanic got the list of modifications and no catalytic converter, the deal soon went cold. He spent time trying to explain the situation on getting and out of state car to passing the emissions out there, my head was swimming.
I would not live there for sure.
 
Is it possible to acquire a carb worthy cat and have a flange welded on?

Is it possible to find an enthusiast inspector or possibly one that had a few beers during lunch?

Maybe I'm missing something here but if a car passes a sniffer are they going to crawl under there and inspect the exhaust?

What if a person wanted to add additional catalysts to a stock exhaust as an environmentally friendly modification? Would this not be okay?

Also, is a car from the 80s required to meet modern equipment standards or maintain compliance of original requirements?

I've been following this for a bit Im having a hard time understanding why its so difficult to get a vehicle inspection. California sounds terrible.
 
RJC Racing sells the flange, I got mine in 3" but it says he has the stock flange size as well.
Built this one then dropped it so it's no longer compliant.

Call Magnaflow and see if they can supply the number i gave you. Ask for John, he know's his stuff. There are other options that are carb compliant. Have it set up with flanges before install and then you can swap it in and out of the car for "testing".
