Changing Dash color

Ok, so I have a side project going on. I found a good dash for the girlfriends Camaro, however I noticed it was originally tan and it seems to be dyed or painted black and is starting to flake in some spots. I would like to strip it and clean and redye.
Any suggestions on how to get the old paint off?
I think it may be paint because it is starting to flake in some spots and is a little glossier than most of the dyes seem to be. However, it might be dye though because it is pretty smooth and even coated.
Any ideas or pointing in the right direction is greatly appreciated.

That's a tough one and there are probably only a very few who have run into a similar situation. Obviously the old paint or whatever it is needs to come off if it is flaking. The trick is to find a paint remover that will pull up the old stuff and not harm the dash material. This could be a trial and error process. Once the old stuff is off, neutralize the remover and shoot it with a good quality dye and you're home free. If it were me, I'd probably pass on the part unless you can snag it for a really low price.
