Check engine light flashes rapidly

Just got the car started for the first time since I bought it and noticed the check engine light has a rapid flash to it. The car is by no means complete it's still missing a sensor or two and I need to check all the vacuum lines but does this sound normal or not ? I'm used to just seeing a check engine light stay on not blink. I also don't have a scan master as of now so I can't give any readings ( gonna get one when I get some more money damn car draining me as is )

Usually this means the chip is not seated correctly in the ECM..... or has a bent or broken pin....
