Converter too Tight??

I have a 9 1/2 Vigilante multi disk converter and can't build boost with a TE62 turbo. I've ruled out almost everything but the converter. Anyone ever had problems spooling with this converter?

Here is my combo:
TE62, 50lb Inj, 210/210 cam, factory sealed heads with roller rockers, RJC Power Plate & Boost Controller, Houston 3 in. DP, Single Shot 3 inch exhaust, Volt Booster, SMC Alcohol Inj., 9 1/2 Vigilante multi-disk converter
111,200 miles on original motor.
