Dash Lights Not Working

I have an '86 El Camino (A bit off topic but still a G-Body) with a dark dash. None of the guage lights light up. I have not been able to examine each guage light but the two that I pulled didn't appear to be burnt out.

I checked the fuses first & was hoping to find a blown fuse. I found one 20amp fuse for the quages that appeared to still be solid.

Anyone have any advise on why they might not be working, or what to look for next?
