new motor when first started up car ran fine but the second time when started it was very hard to start and when it did start it ran rough and was smoking very bad and then cut off checked the spark plug and it had gas on it now it turn over but will not start and you can smell and see gas fumes coming out the filter on the heads

Be careful not to wash the cylinders down w/fuel or you will be replacing the block. Have you check for spark? Also check to make sure your intake tubing from the maf to the turbo is sealed properly. any unmetered air can create big problems. Loose crank/cam sensors?
