delay 2-3 shift and no tcc lock up

i recently just had my trans rebuilt with the works
13 vane pump red clutches shift kit up graded servos and a 2800 stall converter. during normal driving the trans works great no shifting problems or anything but at WOT the trans doesn't seem to shift hard from 1-2 and had an approx.1 sec. pause between
2-3. i've tried adj. the t.v cable several ways it seem to get better the closer i pull it to the fire wall but then it wiil delay the shift to over drive at times. also while driving with a friend who has a car like mine we noticed the tcc was'nt locking up i don't know if theses problems are related or not. but i'm a bit confused and very frusterated i just spent 1200 on this trans and i want to know if it is something i can adj or a internal problem.

Need some more information.

Let's start with the lock-up.

Are you positive that a lock-up converter got installed? Is the wiring harness on the side of your transmission hooked up?

Have you tried manually locking the converter by connecting the upper left & upper right terminals on your ALDL connector under the dash?

Now, about the transmission.

What modifications were performed to the valve body? Did your transmission builder verify that the transmission was boosting line pressures properly?
