Yes,
There are 2 stickers. They are white. 1 is for vin#, info on weight, etc...
The other is for tire info.

I do not have any stickers. I am in need of them. I have my correct info, but need the stickers. Can you make them like the originals??
There seems to be some sort of film over the decal

Well, that'd be kinda hard for me to do - I don't have any either! In fact, I don't even have a GN!
