Down shifting problem.

The car shifts fine under acceleration but it wont down shift to the proper lower gear under deceleration, unless I come to a complete stop. Then the trans goes into 1st gear. If I roll a stop sign or slow to make a turn I can hear the motor "Lugging" until I get up to speed. I had 3 different people try to adjust the TV cable with no luck. Any idea on what this could be?
