downshifting issues

What causes the trans to not want to downshift. Wants to keep pulling at stop signs. shutters, acts like the converter stay's locked. No slip, fluid looks good and no smell. thanks Tim

Sounds like possibly a stuck TCC solenoid. Pull the TCC solenoid and make sure the bore is clean and no debris (none, nodda, zero) is allowed. May be as simple as a bad TCC solenoid or a contaminated bore.
